This is a rare Japanese import, the Ninja Action line, made by Bandai years back. Of course I loved Kakashi so much, and in the early 2000s there were no figures for me to buy, except for imports...and BAM!
Minor cardstock box scuffs shown in photos, last photo shows some warping on the back in the cardstock. This has never been opened.
Give Kakashi sensei a new home?
